Does the normal citizen possess them? Can he call upon others for advice? Certainly. But who? And how does he know he is not being "guided" as our politicians today are guided? In the end he is again at the mercy of clever people who have the knowledge and skills to manipulate and manufacture assent.
Isn't that the theory behind most of our democracies, whether they be parliamentary or otherwise? You see how well that turned out.
