IMO the Oreshnik primary use will be to deliver nuclear weapons to Europe and Isreal if need be. As others have stated, it might not be an economical way to deliver conventional or inertial war heads in Ukraine. OTOH it might be, impossible to get the intel necessary to determine how much underground damage was actually done nor how accurate the system is.
