What am I missing here? Aren't tariffs a tax on Americans?

I don't understand how is that exporters end up paying?

What I can see is that consumption levels will likely drop in the US, which is a good thing in itself. However, certain areas that are not related with consumerism, will also be afected, like pharmaceuticals, foodstuff (of which now the US is a net importer), crude derivatives (including diesel). Thus certain things will become rearer and more dear.

What nobody is talking about is the hammering of the workforce and reduction of rights and regulations (i.e. NIOSH) which will leave the American workforce in a very precarious position. Three years of this shit and the MAGA moement will actually die.

The SNAP program is potentially going to be axed and over 40 million Americans will loose support that effectively helps them to get food on the table.

I don't understand how Miran's paper and explanations address these issues?
