Sit it on a shelf and that potential remains ad infinitum; it is under no compulsion to release it unless knocked off the shelf when, in reality, the object expends no energy whatsoever in falling (bar atmospheric friction) and only releases that potential when hitting the ground.

One of the cardinal rules of science revolves around the concept called Occam's razor; ie the simplest solution is always the preferred one.
So Newton - because he believed from previously that we live on a spinning globe, needed a way in which he could explain how then, we can exist on its surface without being thrown off by centrifugal force.

And thus - if you lift something up, the energy you used to do that must be fully recoverable; as it falls it must release exactly the same amount.
Anybody at the time could have reasoned thus, and been right, instead of wasting centuries believing a lie.

Newton's laws apply to reality at the human scale. Modern society relies on them more than ever. They don't describe the ultimate nature of those forces as demonstrated when you consider the extremely large, extremely small and extremely heavy.

First, it has to be said that there is more evidence for gravity than centrifugal force, that does not exist at all.
If gravity does not exist then what are you exerting energy against in lifting an object? And why does the object always fall downwards when you release it? Conservation of energy cannot explain WHY it falls. Furthermore, the object only acquires POTENTIAL energy relative to the ground in lifting it. Sit it on a shelf and that potential remains ad infinitum; it is under no compulsion to release it unless knocked off the shelf when, in reality, the object expends no energy whatsoever in falling (bar atmospheric friction) and only releases that potential when hitting the ground.
I don't know what fairy stories you have heard about manoeuvring spacecraft but everything I have heard complies precisely with equal and opposite action and reaction of forces. Indeed, the whole science of rocketry and ballistics could not work without that principle. In fact, It is the fundamental principle that allows for the accurate targetting of any projectile from interplanetary spacecraft, to ICBM, to artillery, to bow and arrow, to shooting hoops in basketball. It can be accurately and repeatedly calculated with 100% precision within any set of known parameters - just like gravity.
