I can see some criteria for that. Maybe dropping bridges early might have forced the AFU to retreat behind lines it would have been impossible to dislodge them from for example. And such. Whether such things are correct is often clear only in hindsight.

OK let' s try a counterexample. Many thought that russian partial mobilization was pussyfooting.
